HIS HEAD IS FIXED. MANY OF THESE GOOD LUCK MASCOT BEARS WERE SENT OR MADE ESPECIALLY FOR THE MOTHERS  AND WIVES AND SWEETHEARTS ETC TO GIVE THE SOLDIERS GOING TO WAR TO PUT IN THEIR POCKETS AND KEEP FOR GOOD LUCK TO GET HOME SAFELY...STEEVANS AND J K FARNELL MADE MANY OF THESE EARLY LITTLE SOLDIER MASCOT GOOD LUCK BEARS ...THIS LITTLE MASCOT GOOD LUCK BEAR HAS THE WORD GERMANY WRITTEN ON THE BACK OF HIS NECK RIBBON AS WELL...HE IS LEFT AS FOUND HARD STUFFED ....HIS GOOD LUCK OLD PAPER TAG SAYS " A GOOD LUCK BEAR  I'M A LUCKY LITTLE CUB AND BEAR GREETINGS WITH A HUG."..THIS ONE WAS STAMPED FROM OAK BLUFFS MASS ...HAS THE TWO LITTLE DRAWINGS OR STAMPS OF THE BEARS ALSO...THEY  LOOK LIKE THE OLD ROOSEVELT TYPE EARLY BEARS...THE BACK OF THE TAG HAS THE OLD MAILING STAMP ETC ON IT AND ADDRESS  HAND WRITTEN...HARD TO MAKE OUT. HE IS MISSING A LITTLE MOHAIR... HE IS DARK GOLD OR BROWN COLOR....RARE LITTLE ANTIQUE BEAR
